The talks took place in what officials described as a ‘positive and constructive atmosphere.’ The delegations agreed, among other things, to establish a mechanism for further technical negotiations and to create a high-level committee to oversee the implementation of the so-called Islamabad Memorandum.
The negotiators also agreed on a roadmap aimed at reaching a final deal within the next 60 days. A separate communication channel is to prevent incidents in the Strait of Hormuz and ensure safe passage for commercial vessels. The establishment of a coordination center for conflict resolution, particularly for a ceasefire in Lebanon, was also decided.
Iranian Foreign Minister Abbas Araghtschi stated that sanctions on Iranian oil had been lifted and that part of Iran’s frozen foreign assets had been released. He did not provide concrete details on the assets or on a ‘comprehensive reconstruction and development plan for Iran’ that he announced. Araghtschi described the mechanism for resolving the situation in Lebanon as the ‘first real test.’
