According to a confidential dossier seen by Euractiv, European governments fear that some Iranian military attachés in EU capitals are actually covert officers of the Islamic Revolutionary Guard Corps (IRGC).

The European Union designated the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization earlier this year. Now a confidential dossier is causing concern: according to the document, seen by Euractiv, several Iranian military attachés in European capitals may simultaneously be active IRGC officers operating under diplomatic protection.

The dossier recommends imposing sanctions on the Iranian military attachés and diplomats linked to the IRGC. The aim is to further isolate Tehran and limit the organization’s international operational capabilities. As a specific example, the dossier names Mohammad Naghizadeh, Iran’s military attaché in Poland and an IRGC member. He could advance the Guard’s financial and operational interests in Europe, the document states. The Iranian embassy in Warsaw declined to comment.

The EU paved the way for designating the IRGC as a terrorist organization in January this year. Since then, member states have been reviewing their relations with Iranian representatives. Concerns that individuals linked to a sanctioned organization continue to enjoy diplomatic immunity and freedom of movement across the EU have reignited debate over possible expulsions and tighter controls.
