Congress had pressed Trump to name a permanent successor after he appointed Bill Pulte, head of the Federal Housing Finance Agency, as acting director. Democrats threatened to block the renewal of foreign intelligence authorities unless Trump withdrew Pulte. Clayton’s nomination has resolved that dispute.
