The US military’s cuts to joint NATO defense planning are now in effect. Secretary-General Mark Rutte confirmed this before a meeting of defense ministers in Brussels. Europeans must now step in to fill the emerging gaps in deterrence.

Rutte emphasized that the cuts are adjustments within the so-called Force Model – a planning tool that determines which country provides which forces in a crisis. In the event of war, all allies, including the US, would still make maximum military efforts. Nevertheless, Europe needs to become stronger.

Pistorius Asks for More Time

German Defense Minister Boris Pistorius (SPD) had previously requested an orderly transition. “By and large, we will be able to compensate for much, but we need a bit more time,” he said before the meeting. NATO partners were informed on May 22 about the extent of the US withdrawal from the Force Model. The details are classified but involve, among other things, fighter jets and drones.

Rutte expressed confidence that allies could close the gaps: “We are ready, willing, and able.” According to ARD correspondent Tina Hassel, Canada and the United Kingdom could cover much of the need for fighter jets. It will be more difficult with drones, where the US has special capabilities.

Preparations for the NATO Summit

The defense ministers’ meeting serves to prepare for the NATO summit in just under three weeks. Besides the question of how Europeans and Canada will advance their rearmament efforts, the agenda also includes support for Ukraine and securing the Strait of Hormuz.
