The Spanish government on Tuesday approved a reform of the traffic code that for the first time introduces uniform regulations for electric scooters. According to the government, a minimum age of 15 will apply for riding these vehicles. In addition, wearing a helmet will become mandatory nationwide.
The measures are part of a broader reform package by the Interior Ministry and the traffic authority DGT. The aim is to increase the safety of so-called vulnerable road users – including pedestrians, cyclists, motorcyclists and e-scooter users. Until now, local ordinances mainly regulated the helmet requirement and minimum age, leading to different rules depending on the city.
In addition to the helmet, e-scooter riders must ride with their lights on in poor visibility and at night. Reflective clothing or accessories are required in the dark. Violations of these obligations will be punished with a fine of 200 euros.
The reform also brings new rules for motorcyclists: they will have to wear protective gloves and closed footwear. Overtaking rules towards cyclists and stationary vehicles are tightened. Most measures take effect on October 1, 2026; some exceptions for motorcyclists will not apply until October 2027.
