Ukraine has imposed new sanctions on Russia’s military-industrial complex. The measures target 23 companies and 20 individuals who, according to Presidential Decree No. 704/2026, produce and supply equipment and components for Russia’s defense industry and law enforcement agencies, circumventing existing restrictions.
The sanctions list also includes Russian IT companies that develop digital solutions and information security programs for state and private clients. The move aims to further restrict Russia’s access to technology critical to warfare.
Vladyslav Vlasiuk, an adviser to the Ukrainian president on sanctions policy, said work on sanctions against weapons manufacturers would continue systematically. Every company that loses access to components, technology, or funding will be able to produce fewer ballistic missiles, drones, and other weapons of war. The more states join the restrictions, the weaker Russia’s ability to attack Ukraine will become.
