Ukraine’s SBU security service announced the arrest of an FSB agent in Kyiv who had been kept in “sleep mode” for twelve years. Since February, he had been collecting coordinates of potential targets for missile strikes on the capital, including the residence of the head of Ukraine’s State Emergency Service (DSNS).

The network also involved an IT specialist from Mykolaiv, recruited by the FSB back in 2014. According to the SBU, he was later activated and sent to Kyiv to gather data on public figures targeted by Russia for assassination. The targets included prominent politicians and representatives of Ukraine’s security and defense leadership.

The agent tracked home addresses and movement patterns of the targets, passing the information to his Russian handlers. He used personal contacts and posed as an IT administrator. Later, the group recruited another IT specialist from Odesa, and together they built a network of informants providing data on Ukrainian military positions.
