Kazakhstan Refuses to Enforce $1.4 Billion Ruling Gazprom

Kazakhstan will not enforce a ruling by the Astana International Financial Centre (AIFC) that would have allowed Ukraine's Naftogaz to recover $1.4 billion from Russian gas giant Gazprom, Justice Minister Jerlan Sarsembajew announced on Monday.

Justice Minister Jerlan Sarsembajew said his country would not serve as a “transit platform” for enforcing rulings that have no legal connection to Kazakhstan. “Kazakhstan’s legal mechanisms do not provide for handling disputes that fall outside its jurisdiction,” Sarsembajew stated. The AIFC court had recognized a Swiss arbitration award from June 2025, granting Naftogaz $1.4 billion in damages.

The dispute stems from a gas transit contract between Naftogaz and Gazprom that was interrupted after Russia launched its full-scale war against Ukraine in February 2022. Naftogaz is pursuing the seizure of Russian assets internationally over unpaid transit fees and wartime contract disputes.
