President Volodymyr Zelensky signed two decrees on Saturday, May 30, enacting the sanctions decisions of the National Security and Defense Council (NSDC). According to the Kyiv Post, Decrees No. 447/2026 and No. 448/2026 transpose the 20th EU sanctions package into Ukrainian law.

The synchronized measures cover 120 individuals and organizations. Newly added are 16 Russian citizens and 31 companies based in Russia, Belarus, the United Arab Emirates, Kyrgyzstan, Kazakhstan, Uzbekistan, and temporarily occupied Ukrainian territories. The expanded blacklist aims to systematically weaken Russia’s defense industry, particularly in electronic warfare, software development, and drone components.

Among the newly listed firms are the Russian airline Atlant Aero, which produces components for unmanned aerial vehicles, and Irz-Zvyazok, which supplies transmission systems for ballistic missiles and long-range drones.
