According to the Funke media group, the German government’s response to a query by the Greens reveals that the climate impact of the planned Building Modernization Act cannot currently be clearly quantified. The government thus admits that it does not know the exact effects of the law on CO₂ savings.

The Greens had submitted the query to review the law’s effectiveness. The lack of quantifiability has drawn criticism from them. The Building Modernization Act, often referred to as the heating law, is intended to promote the replacement of old heating systems and the energy-efficient renovation of buildings.

EuroPulse reported on June 5, 2026, about the government’s rejection of more transparency: German government rejects more transparency.
