Zelenskyy Enacts Counterterrorism Concept in Ukraine

President Volodymyr Zelenskyy has enacted the Concept of Counterterrorism in Ukraine, approved by the National Security and Defense Council (NSDC) on April 6, 2026, Ukrainska Pravda reports.

The decree, which enters into force on the day of its publication, outlines current terrorist threats to national security and the main directions of state policy. Among external factors, the document cites Russia’s hybrid war against Ukraine, which it describes as an aggressor and terrorist state.

As long-term systemic threats, the concept names Russia’s use of armed formations and cyberterrorism. The NSDC decision of April 6, 2026, forms the basis for the new strategy.
