The sanctions are valid for ten years and target, among others, the head of the Russian Union of Journalists, Volodymyr Solovyov, as well as 16 other individuals from the media sector. The affected organizations include Gazeta.ru, Lenta.ru, Utro.ru, FederalPress, SMI2, and Tatmedia.

The measures also apply to the Russian Union of Journalists itself and its branches in the occupied Ukrainian territories of Crimea, Sevastopol, Donetsk, Zaporizhzhia, Kherson, and Luhansk. The Ukrainian government has been instructed to inform the European Union, the United States, and other states about the sanctions to encourage similar steps.

With the decree, Zelenskyy also enacted the extension of sanctions against 13 individuals and 21 companies from 2023. Four of the companies affected at that time had ceased their illegal activities, the presidential office said.
