Andalusia: Conservatives PP to Govern with Right-Wing Populists Vox

In Andalusia, the conservatives will now govern with the right-wing populists of Vox. Incumbent Juanma Moreno was elected head of a coalition government on his second attempt.

Conservative incumbent Juanma Moreno secured the necessary votes in the parliament in Seville from his party PP and the right-wing populist Vox. A total of 68 votes were cast, as shown by state broadcaster RTVE in its live broadcast. Moreno had failed in a first vote on Tuesday.

To secure Vox’s support, Moreno accepted their demands targeting immigration. This was reported by the newspapers El País, La Vanguardia, and El Mundo. Vox advocates a so-called “national priority”: Spaniards are to have priority over foreigners in social benefits, jobs, and other services.

However, the PP interprets this clause to mean that nationality is not what counts, but rather rootedness in the territory – for example, how long someone has lived in a municipality and what they have contributed economically. This way, the PP aims to avoid conflicts with the constitution and EU law. In practice, the regulation is still likely to benefit Spaniards more than migrants.

Andalusia is the fourth Spanish region, after Extremadura, Aragon, and Castile and León, where PP and Vox govern together. In the election on May 17, the PP lost its absolute majority: it won 53 seats, Vox 15. The absolute majority is 55 deputies, which is why Moreno depended on Vox’s votes.
