The head of Ukraine's Main Intelligence Directorate, Kyrylo Budanov, has warned that Russia is adjusting its military plans for a potential attack on European Union countries, with preparations expected to be completed by early 2027.

The head of Ukraine’s Main Intelligence Directorate (HUR), Kyrylo Budanov, has provided new details on Russian military planning in an interview with RBK-Ukraina. According to Budanov, the Kremlin has changed its previous strategy: earlier, an attack on EU countries was planned only after the end of the war against Ukraine, but now the plans are being adjusted. “Now they are correcting the plans a little, they are ready,” Budanov said.

Internal Russian documents reportedly set the beginning of 2027 as the target date for achieving full combat readiness. Budanov emphasized, however, that military readiness and a political decision to attack are two different things. The existence of such plans does not mean that Russia has already made a final decision. “It’s not long until early 2027,” he added.

The intelligence chief’s statements are part of a series of warnings from Western and Ukrainian officials. The United States recently informed Poland about possible Russian provocations along NATO’s eastern flank, including attacks on critical infrastructure or staged border incidents. The goal of such actions could be to test alliance solidarity and the application of NATO Article 5.
