After a crowd attacked a military recruitment office vehicle in Lviv, Ukrainian Dmytro Lubinets called for an immediate reform of mobilization procedures and equal legal assessment of all violations.

On the evening of July 8, a crowd in Lviv surrounded, overturned and damaged a service vehicle of the Territorial Recruitment Center (TCC) during a document check of a man born in 1996 who had been wanted since June 12 for violating military registration rules. After the man was taken to the TCC, a group of soldiers remained at the scene and was harassed by the crowd.

Lubinets stated that the state must provide a legal assessment of violations regardless of who committed them. “If the state does not provide a timely legal assessment of violations – regardless of who committed them – this will lead to even worse consequences,” he wrote. He emphasized that the common enemy is Russia, and martial law does not suspend human rights. “The rule of law is the line that distinguishes Ukraine from the aggressor state,” Lubinets said.

The ombudsman called on the Ministry of Defense to immediately establish a working group to revise mobilization procedures. The goal is transparent, understandable and fair rules that protect both state interests and human rights. Every violation must be investigated objectively to restore trust in state institutions.

The police have already identified the man who, according to the investigation, allegedly attacked a police officer. The head of the Presidential Office, Kyrylo Budanov, the mayor of Lviv, Andriy Sadovyi, and the military ombudswoman, Olha Reshetylova, also condemned the attack on the soldiers and demanded punishment for the perpetrators.
