Germany's parliament and upper house have passed several decisions directly affecting citizens, from health insurance to broken smartphones.

The reform of the statutory health insurance (GKV) stipulates that contribution-free spousal coverage will only apply to couples with children under twelve. In addition, medications and dental prostheses will become more expensive for insured members. The goal is to reduce the deficit of health insurance funds and keep contribution rates stable. Criticism comes from doctors’ representatives as well as social and business associations.

The controversial heating law of the former traffic-light coalition is being abolished. Property owners can now choose between heat pumps, gas or oil heating, but must meet a minimum share of climate-friendly fuels. New gas and oil heaters are permitted if they increasingly use climate-neutral fuels from 2029 onward.

Operators of e-scooter fleets will be strictly liable for damages caused by their vehicles. The Bundestag decided that injured parties can hold the rental company accountable if the responsible rider cannot be identified. The background is the rising number of accidents: according to the Federal Statistical Office, it increased from around 5,900 (2020) to about 12,500 (2024).

The Bundesrat spoke out in favor of reforming sexual criminal law based on the principle “Only yes means yes.” A corresponding motion will now be forwarded to the federal government. Additionally, the Bundesrat approved a bill that criminalizes denial of Israel’s right to exist, with prison sentences of up to five years. Critics see this as an infringement on freedom of speech.

Members of the Bundestag are forgoing an automatic salary increase of 4.2 percent this year. Instead, monthly compensation remains at 11,833 euros. Consumers also gain a right to repair: manufacturers of devices such as washing machines, smartphones, or e-bikes must enable repairs. The EU law takes effect on July 31 and extends the warranty by twelve months when a repair is carried out.
