The video, published by Zelensky on Telegram, shows a drone pursuing a man on a busy street in the Kherson region. The man, identified as 52-year-old Yuriy, initially tries to dodge the drone, but it eventually dives at him and explodes on impact. According to a doctor, Yuriy suffered multiple shrapnel wounds, a concussion, and trauma.
Ukrainian Foreign Minister Andrii Sybiha called the video a “barbaric war crime” and spoke of a “deliberate and systematic Russian strategy.” He stressed that the drone operator knew exactly that he was attacking a civilian. The so-called “safari” attacks, in which remotely controlled drones deliberately hunt civilians, have long been used by Russian troops in the Kherson region, which lies just a few kilometers from the front line.
Verify located the video to a market square in Tavriiskyi, northern Kherson. The earliest public copy was shared on Tuesday morning on a pro-Ukrainian Instagram account. A 2025 UN report found that Russian forces in the region had repeatedly killed and injured civilians through drone attacks. The UN stated that publishing videos showing killed and injured civilians constitutes a war crime.
