Speaking at the 26th meeting of the SCO Council of Heads of State in Bishkek, Kyrgyzstan, on Tuesday, September 1, Xi said China is ready to strengthen communication with all parties and promote political solutions to these conflicts. He gave no details on a possible new role for China in efforts to end Russia’s war of aggression against Ukraine.
The SCO brings together China, Russia, India, Pakistan, Iran, and several Central Asian states. Beijing and Moscow increasingly use the bloc as a platform to promote alternatives to Western-led international institutions. Xi stressed that the organization should take on more responsibility in times of growing global rivalry and what he called the “shadow of war.”
The Chinese president urged SCO members to prioritize economic development, strengthen cooperation on traditional and new security threats, and promote dialogue over confrontation. He also announced plans to build an international AI cooperation center with SCO states and implement 100 technology projects with member countries over the next three years.
