The coalition has reached a compromise after weeks of negotiations to lift the controversial restrictions on access to free integration courses. According to Tagesschau, starting in June, individuals without secure residency status will again be able to participate in these state-funded courses.

The compromise includes a quota of voluntary participants whose costs will be covered. This quota will be linked to the respective budget plans, meaning that the number of participants may vary depending on financial circumstances. Groups with special integration needs, such as Ukrainian refugees, will be prioritized.

The Federal Ministry of the Interior had previously restricted access to integration courses to save costs. This decision faced widespread criticism from various quarters, including states, municipalities, and providers of integration measures. The Federal Council recently urged the federal government to reconsider these restrictions, as they were counterproductive to social participation and integration.

Additionally, starting in November, the offering of initial orientation courses for individuals with pending asylum applications will be significantly expanded. These courses will consist of 300 teaching units and provide a reduced form of integration compared to regular integration courses.
