German Environmental Council: Gap Between Environmental Law and Enforcement

Existing laws to protect nature and the environment are often inadequately implemented, according to an expert report by the German Advisory Council on the Environment (SRU) obtained by ARD Capital Studio. The consequence: climate targets are frequently missed.

The German Advisory Council on the Environment (SRU) speaks of a “yawning gap between aspiration and reality.” The corresponding expert report has been obtained by ARD Capital Studio. The consequence: climate targets are often not met.

One example of poor enforcement is the illegal trade in F-gases – fluorinated greenhouse gases used in car air conditioning systems and refrigerators. Although the EU aims to reduce sales volumes to zero by 2050, an estimated up to 50 percent of F-gases sold in the EU come from illegal trade. Profit margins are “like in the cocaine trade,” said Jens Martin König from the Hessian Ministry of the Environment. Investigators often lack the necessary powers, for example to monitor telecommunications.
