Additionally, re-entering Germany with the intent to commit a terrorist offense is now a criminal offense. This means that even the intention to carry out attacks can lead to legal consequences.

Federal Justice Minister Katarina Barley stated that the law is necessary to address the current threats posed by international terrorism and foreign espionage. "We must do everything possible to protect our citizens and recognize dangers early," she said. The legislation also amends Section 89a of the Penal Code, which penalizes the preparation of serious violent acts against the state.

These measures are part of a broader government strategy aimed at strengthening Germany's security architecture. In recent years, Europe has seen an increase in terrorist attacks, underscoring the urgency of such laws. However, experts caution that careful monitoring of these measures is needed to prevent excessive restrictions on civil liberties.
