Cycling in forests in North Rhine-Westphalia will soon be restricted to designated paths, according to a government proposal.

The draft legislation from the North Rhine-Westphalian state government stipulates that cycling in forests will only be permitted on designated paths or clearly marked trails. This was announced by a spokesperson from the NRW Ministry of Agriculture. The consent of the respective forest owner is required for the establishment of trails to ensure the protection of nature.

Silke Gorißen (CDU), the Minister of Agriculture, emphasized that cycling in forests should still be possible, but only under strict conditions. “We are witnessing that reckless individuals are causing damage in the forest,” said the ministry spokesperson, referring to the need to actively protect the forest floor.

The new regulations exclude riding motorcycles, mopeds, pedelecs, and e-scooters in forests. Those who do not comply with the regulations will face increased fines and bans on entry. The German Mountainbike Association (DIMB) criticized the proposed changes, stating that they would significantly restrict permissible cycling in forests.

The planned measures aim to protect nature and sustainably manage recreational use of the forests. The forest should remain accessible as a place of recreation for everyone, but only on approved paths.
