The dispute concerns €6.6 billion ($7.6 billion) from the European Peace Facility (EPF), which was unlocked after Hungary lifted its veto on the EU support package for Ukraine. The money is intended, among other things, to strengthen Ukrainian air defense.
Poland demands full compensation of around 2 billion zloty (about €450 million) for military aid already provided. “This money is our money,” said Polish Deputy Defense Minister Cezary Tomczyk. Slovakia supports this demand. Germany and several Scandinavian countries reject reimbursement and want to channel the sum directly to Ukraine.
The EPF was established in 2021 as an off-budget EU fund to finance defense expenditures. So far, EU states have delivered weapons and equipment worth around €43 billion ($49 billion) to Ukraine. About 40 percent (roughly €13.5 billion) is supposed to be reimbursed to member states. However, only €6.6 billion is available, making full repayment to all EU members impossible.
