The Ukrainian government has introduced a draft law that would legalize the delivery of court summons via messenger, email, or through the Prosecutor General's Office website.

The draft law No. 15376 provides that participants in criminal proceedings can henceforth be notified electronically even when postal delivery to their place of residence is impossible. This particularly affects people in Russian-occupied territories or in Russia itself, who currently often receive no summons.

In addition to electronic delivery, the draft allows the reopening of investigations that were suspended due to the occupation. The statute of limitations for crimes is also not to lead to case closures in certain instances.

Furthermore, documents issued by the occupying power can be declared invalid. Convicts who have served their sentences in occupied territories or in Russia are to undergo special resocialization after their return. The draft law received initial parliamentary support on June 9.
