As Deputy Economy Minister Dariia Marchak told journalists on Thursday, Kyiv and Brussels have not only revised the list of reform requirements but also changed how the Ukraine Facility instrument works, following a comprehensive review of the program. The package totals 90 billion euros over two years, including 8.35 billion euros for 2026.
“We have agreed with the EU to change the logic of the Ukraine Facility,” Marchak said. In the future, all indicators will be part of either the benchmarks for EU accession negotiations or the National Program for Adaptation to EU Law. The goal is to focus Ukraine’s legislative work on EU integration.
The EU has agreed to make payments earlier than planned if Kyiv implements reforms ahead of schedule. Partial payments are also possible if quantitative indicators are not fully met. Commitments will be reviewed more frequently. Prime Minister Yulia Svyrydenko confirmed the agreement, but the new plan has not yet been published.
