Ukraine says it no longer requires third-party approval for long-range strikes on military targets inside Russia. Foreign Minister Andrii Sybiha declared the war has entered a new phase.

Ukrainian Foreign Minister Andrii Sybiha announced that the war has entered a new phase. Ukraine no longer depends on permission from third parties to strike legitimate military targets on Russian territory with long-range weapons. Sybiha stressed that the right to self-defense under Article 51 of the UN Charter justifies these operations.

According to Sybiha, Ukrainian attacks have already had measurable effects on Russia’s energy industry. In the first five months of 2026 alone, more than 1,700 oil wells in Russia were shut down. These losses limit the Kremlin’s ability to finance the war and supply its defense industry.

The minister highlighted the growing role of Ukrainian drone technology. It is not the quantity of weapons but technological innovation and the ability to quickly deploy new systems that increasingly determine the course of the war. Ukraine is evolving from a recipient of international aid into a partner that contributes to the security of its allies – for example, in the Middle East.
