Ukraine: Ombudsman uncovers abuses at Ternopil recruitment center

During an inspection of the military recruitment center (TCC) in Ternopil, Ukrainian Ombudsman Dmytro Lubinets found serious human rights violations. According to Ukrainska Pravda, people with disabilities and mental disorders were among those detained there.

Representatives of the Ombudsman visited the Ternopil TCC and found that 28 people were being held there. Seventeen of them filed written complaints. Five people were immediately released: a man with lifelong disability group II, two people with mental disorders, and two men close to age 60.

A guard at the center was heavily intoxicated – his alcohol level was nearly seven times the legal limit. Lubinets announced an official response to eliminate the violations and prevent future incidents. Mobilization in Ukraine is necessary, but must take place within the legal framework, the Ombudsman emphasized.
