Yaroslavl region governor Mikhail Yevrayev confirmed the drone attack but gave no details on the extent of the damage. He only said authorities had restricted traffic from Yaroslavl toward Moscow “for security reasons.”
The Slavneft-YANOS refinery is among Russia’s five largest and can process up to 15 million tons of crude oil annually. It is the main processing plant of Slavneft, a company that is 99.7 percent owned by Rosneft and Gazprom.
The facility had already been targeted by Ukrainian drone attacks six times this year – on July 16 and 6, May 22 and 8, April 26, and March 28. Previous attacks had temporarily halted the plant.
Ukraine has expanded its strikes on Russia’s oil infrastructure to disrupt fuel supplies for the military and civilians. According to estimates by the Ukrainian General Staff, 43 percent of Russia’s refining capacity was offline by early July; processing fell to its lowest level in 21 years. Russia has since imposed export bans on gasoline, kerosene, and diesel and imports fuel from India, Kazakhstan, and Belarus.
