The attack is part of Ukraine’s escalating campaign against Russia’s oil industry and is worsening the growing fuel shortage in Russia. The refinery, which has come to a complete standstill, is located more than 1,300 kilometers from Ukraine.
According to Orenburg region governor Yevgeny Solntsev, repairs to the facility could take up to six months. He said the attack damaged “critical infrastructure” that cannot currently be restored. The equipment was imported, and due to sanctions, repairs could take up to six months. The plant has been completely shut down.
The extent of the damage could not be independently verified. Ukraine has stepped up its attacks on Russian energy infrastructure in 2026 to disrupt fuel supplies for Russia’s war machine and put pressure on the Russian economy. The attacks have also worsened fuel shortages in Russia, leading to gasoline shortages, price increases, sales restrictions, and export restrictions in several regions.
Solntsev said the Orenburg region is preparing for possible ongoing fuel shortages. “We are preparing for the worst-case scenario. We will have to rely on imported fuel,” he said, adding that logistics are already being adjusted. Of the region’s 287 gas stations, about 80% are still operating, the governor said.
