The law, signed on June 4 as No. 4743-IX, fundamentally changes the funding rules for the film industry. Among other things, it introduces repayable development support that helps projects already in the early concept phase. It also digitalizes contacts with the film regulator.
The State Agency of Ukraine for Cinema (Derzhkino) receives a “special status” under the law, intended to preserve its staff and institutional capacity. “One of the most important innovations of the law is granting a special status to the state film agency,” the agency said. “This decision will preserve and strengthen the potential of the employees.”
Legally, it is now established that spending on film support must amount to at least 0.2 percent of the previous year’s general state budget expenditures. This guarantees the industry a fixed amount of public funds each year. According to the agency, this rule is meant to protect film funding even in times of war and give producers more planning security.
