Belarus Systematically Preparing for War Ukraine, Opposition Report Says

The Belarusian opposition has submitted an official report to Ukrainian Foreign Minister Andrii Sybiha detailing the systematic war preparations of the Lukashenko regime. The document lists indicators of an imminent involvement in Russia's war of aggression.

Deputy Head of the United Transitional Cabinet of Belarus Pavlo Latushka has sent an official letter to Ukrainian Foreign Minister Andrii Sybiha. According to the transitional cabinet, the attached 30-page report by the People’s Crisis Management Staff documents the complete transformation of Belarus into a military platform for Russia. The report follows up on agreements reached during a working visit to Kyiv in May 2026.

The report lists numerous indicators: the Lukashenko regime has amended the constitution so that Belarus is no longer neutral and nuclear-free. The 2024 military doctrine allows preemptive strikes in case of an “imminent threat” and the deployment of the army abroad. The number of contract soldiers has increased 1.5-fold since 2022, and the mobilization reserve stands at 289,000 people. A Southern Operational Command with up to 80,000 soldiers is being established on the Ukrainian front, along with a “people’s militia.”

Defense spending has quintupled within four years. The arms industry is fully integrated with Russia; in 2024 alone, over 4,000 new military vehicles were commissioned. Russian troops are permanently stationed in Belarus, and tactical nuclear weapons as well as the “Oreshnik” missile system have been deployed. Belarusian soldiers are being trained by instructors from the Wagner mercenary group.

Along the borders with Ukraine, Poland, and Lithuania, the regime is building defensive lines. Bridges and airfields are being upgraded for Russian heavy equipment. Military training is mandatory in schools, and tens of thousands of children must attend military-patriotic camps. The Health Ministry has issued guidelines for triaging the wounded, and 5,000 air-raid shelters have been inspected in Minsk. Mandatory fuel reserves have been doubled to 30 days. The report also contains concrete recommendations to prevent worst-case scenarios and curb the aggressive ambitions of the Lukashenko regime.
