The Ukrainian government has revised the allocation of housing vouchers for internally displaced persons (IDPs). August 1, certain groups will no longer receive state support, as MP Pavlo Frolov announced. Affected include IDPs who already participate in the “yeOselya” program or have used a subsidized mortgage through it.
Also excluded are IDPs who abandoned their property after the start of the full-scale invasion. Those who registered their residence in an occupied area only after the occupation will also no longer receive a voucher. The government also banned using vouchers to repay existing mortgages under “yeOselya” — an earlier regulation was never implemented due to a legal conflict.
However, some IDPs can still use the voucher as a down payment. This option applies to IDPs from occupied territories who hold combatant status or a war-related disability. The mechanism is set to launch after July 17, provided parliament passes draft law No. 15335, which clarifies property rights. Banks and developers could then implement the new rules.
