Franz-Josef Leven, director of the German Equity Institute (DAI), warns against overburdening the new capital pension with ESG requirements and forcing investments domestically.

Leven, a PhD economist and longtime director of the DAI, said: “If we start that, we have already lost.” He is referring to demands to subject the capital pension to strict ESG criteria or to limit investment to the German market.

Policymakers are planning a retirement savings account and a capital pension to encourage Germans to buy more stocks. Leven, who is retiring after 37 years at the DAI, sees this as an opportunity – but warns against overburdening the model with requirements that would reduce returns.
