EU foreign policy chief Kaja Kallas on Thursday in Brussels noted a clear shift in the dynamics of Russia’s war of aggression against Ukraine. As Guardian reports, Kallas said: “The dynamics of the war are shifting in Ukraine’s favor. Russia is on the defensive militarily, economically, and diplomatically.”
At the same time, Kallas warned that despite this development, Russia shows no genuine interest in peace. The recent attacks on Kyiv demonstrate this. EU ministers held a “really thorough discussion” on what Europe should demand from Moscow in potential negotiations. Kallas made clear: “Europe will never be a neutral mediator between Russia and Ukraine, because we stand on Ukraine’s side and defend our own core security interests.”
As a precondition for peace talks, Kallas named an unconditional ceasefire. Russia must cease sabotage operations, cyberattacks, election interference, and airspace violations across Europe. Legal recognition of the occupied Ukrainian territories is out of the question. Additionally, there must be limitations on the Russian military.
Kallas criticized that too many countries continue to do business with Moscow while enjoying privileged access to European markets and investments. Europe must more effectively use its leverage in trade, investment, market access, and partnerships. The EU is already working on another sanctions package against Russia, she added.
