The European Commission intends to present a legislative proposal for a revision of the European Emissions Trading System (ETS) before the summer break. Free certificates are to be issued earlier than previously planned to relieve industry. However, the relief comes with conditions attached.
The Commission is keeping details on the exact conditions and the volume of additional certificates under wraps. It fears that the proposals could be talked to death before publication. Emissions trading is considered a central instrument of EU climate policy.
