Defense Minister Mykhailo Fedorov requested the extraordinary session. The bill proposes increasing security and defense spending by 1.5 trillion hryvnias. The main funding source is a 45 billion euro EU loan, of which 31.8 billion euros are earmarked for defense.
The European Solidarity faction had previously blocked the bill due to political disagreements over the use of funds. The government in Kyiv is pushing for swift approval to ensure the armed forces remain solvent.
In May, the Rada passed a bill in the first reading that ties military tax revenues to soldier salaries. From 2027, revenues from the 5% military service surcharge will go into a special fund – over 200 billion hryvnias annually, used exclusively for soldiers’ pay.
