Munich’s Department of Urban Planning and Building Regulation published the development plan in the official gazette on Tuesday, making it legally binding. The city council had already approved the project in November last year. The 8.7-hectare site in the Neuhausen district is set to accommodate 1,200 apartments and 3,000 jobs.
In addition to the two 155-meter towers, the project includes two lower high-rises. High-rise construction in Munich had long been heavily restricted: a 2004 citizen referendum set a maximum height of 100 meters, based on the towers of the Frauenkirche. Although the decision was legally binding for only one year, its effect lingered for years. The Bavarian Administrative Court declared a citizen initiative sought by opponents inadmissible in January.
