The Federal Ministry for Economic Affairs has ordered a transition period from July 9 to 20 to carry out "necessary technical adjustments" at KfW and the Federal Office Bafa. From July 21, applications can only be submitted under the new conditions.
Previously, switching to a climate-friendly heating system was eligible for state subsidies of up to 70 percent, with a maximum investment cost grant of 21,000 euros of eligible costs. This amount is to be gradually reduced by several thousand euros by 2030. The government justifies the cuts with budget constraints; the funds come from the Climate and Transformation Fund.
The Federal Association for Heat Pumps said on Tuesday that suspending the application option was “the wrong signal to consumers, skilled trades, and all other market participants.” The association recommended that customers with a confirmation submit their application via the KfW portal on Wednesday. The budget committee of the Bundestag had previously given the green light for the changes, as dpa learned from participant circles.
The new funding conditions provide for stronger social gradation, particularly regarding the income bonus. At the same time, the black-red coalition plans to scrap core points of the previous Building Energy Act, including the 65 percent rule for renewable energies. In the future, new gas and oil heating systems may also be installed, provided they gradually use an increasing proportion of CO₂-neutral fuels.
