The US State Department justifies the measures with Havana’s military cooperation with foreign countries and arms imports into the socialist nation. The sanctions list includes Cuba’s Minister of the Revolutionary Armed Forces, Álvaro López Miera, as well as Cuban military attachés at the embassies in Moscow and Beijing.
US Secretary of State Marco Rubio wrote on X that Cuba’s communist regime is a state sponsor of terrorism that spies on the US and, just 90 miles (about 145 kilometers) off the coast, serves as an operations base for Russia, China, and Iran. Affected US citizens and companies are now barred from doing business with those listed; any assets in the US may be frozen.
Washington accuses Cuba’s military and intelligence services not only of cooperating with US adversaries but also of being central players in suppressing the Cuban population and hubs of corruption. Relations between Washington and Havana have been strained since the Revolution in 1959 and worsened under Donald Trump. Trump has repeatedly floated the idea of a US takeover of Cuba and is leaning on other American states: after Ecuador and Costa Rica, Colombia now also wants to end diplomatic ties with Cuba.
